Incursions should affect constellations where heavy mining and heavy ratting occurs
The notification should be limited to a mail message like wardecs and if the ratters move to a different constellation, well the incursion will appear there, until eventually the ratters log on a kill the incursion or log off and wait for their RMT overlords to save the day  .
At least if they are attacking an incursion it will be easier to catch them.
If I remember correctly, wasnt this the idea of incursions anyway (which is why the 50% bounty was added)?

I believe the following reasons are why incursions were to tackle botters
1. Constellation effects
2. 3 day test on sisi, really odd how they have done that tbh
3. 50% bounty
4. Status change
In short I think incursions will harm afk players
Anyway if the botters wish to adapt then they can but I dont think it will be fun or easy for them, from what I can see botters depend on ONE safespot per system, so any kind of counter would involve them moving systems.
Incursions will attract people to the target location anyway, this could quite possibly happen

The difference is in an incursion, warping off and cloaking will have a poor outcome

There are some fairly refined macros out there and it is not always that easy or straightforward to establish beyond doubt that someone is using a macro or not.
Did you ignore this part or did you get confused with what CCP meant 
Not to mention the fact that whole blog was mainly todo with RMT and how plexing helps CCP with no stats or anything
